Travelling with small children: Koh Samui or Phuket?

I am planning to go to Thailand in early December with my two kids (4 and 2 year old). Which island is more family friendly and have more activities for kids (aquariums, elephant rides, temples, etc)

Also, which one has a better weather in early december, or is it about the same at that time of the years.

I%26#39;m sure Reuben%26#39;s place is really nice but in early December you would be better on the Andaman coast purely in terms of the weather.
